Ryan Carter is a Director in  Mesirow Public Finance. Ryan offers over a decade of experience in capital markets, specializing in deploying capital into underserved communities and scaling public capital market access and solutions through CDFI engagements, charter school financings, municipal bonds, and impact bonds. His hands-on experience in executing debt IPOs, managing investor relations, achieving issuer ratings, and developing social and sustainability bond frameworks for issuers, including Freddie Mac and Fannie Mae, demonstrates his capacity to craft scalable, impactful financial solutions. 
 
Ryan's previous experience also includes structured product sales and trading, where he focused on agency mortgage securitizations, trading and structuring primary and secondary Collateralized Mortgage Obligations (CMOs) to meet the demands of an array of institutional investors. Ryan also spent time as a Vice President of Business Development at Prudential Financial, where he scoped and developed new initiatives, managed relationships with strategic partners, and defined financial and performance KPIs.

Ryan serves on the Board of Prescribe It Forward and is a member of the Advisory Committee for Quantified Ventures. He previously held leadership positions as Treasurer and Finance Chair for the Brooklyn Lab Charter School Board.

Ryan holds a B.A. in Economics and Commerce from Hampden-Sydney College, where he was a Truman Scholar and Valedictorian. He is a registered Municipal Advisor and holds FINRA Series 3, 7, 50, 52, 63, and 79 licenses.
